Buying a cell phone in Cebu

and where would be the best place to get it, Cebu or airport?

There are no cell phone shops in the arrival area of the airport.

Depending on where are you staying, I may be able to tell you some of the places close the that area ? There are cell phone shops EVERYwhere in Cebu.

Sending text messages is the cheapest way to communicate via cell phone (2php per message - any length) in the Phils so unless you are handy with the 10 key pad it would pay to get a Querty keyboard phone. My office had an old Treo they let me have - cost me $20 to have the shop at SM Cebu unlock it for me but 100php fill card with a 50php? sim gets me thru 2 weeks on the islands.
