A 4 million gallon per day discharge of anything not closely approximating sea strength salinities should be highly damaging to any coral in the immediate area. Coral is not euryhaline to any degree. Neither are most Caribbean invertebrates.

Although if the RO effluent is roughly around sea strength and nutrient-poor, it will as suggested act as a cozy dilutant to whatever is currently exiting the outfall pipe. That would be great from a bacterial and algal management perspective.
