Ahh. Very different situations Villa Adora vs. a hotel in the northern zone and your warning is pertinent to the former accommodation and its neighbors only. The Villa Aldora is not on the main road or in what most consider the "northern hotel zone" that begins at Coral Princess on the other side of Puerto Abrigo. It's located on a very quiet, short residential street that dead ends. Slim pickins for a cruising taxi.
From the Villa, it's best to call for a cab or walk to the sitio just south of the airport road (taxis there during the day else you need to walk further south.) I live at the north end of town and often walk to see a friend at Suites Turquesa, which is on the same street. If an empty cab was to cruise by, it would meet me south of the north end of Playa Las Casitas where the center median begins. And those drivers always honk or flash lights to see if I want a ride.
During the day, there are many cabs in the northern hotel zone. After 9 or 10pm and until 7 or 8am, it may be necessary for the hotels to phone when they need taxis up there.
