A question for the DIR divers really i suppose. Why does DIR say that the light cannister should be attached to the hip and discourage the attachement of the cannister to the tank. Bearing in mind alot of umblilical orches have very thin cannisters/battery housings.
 
you can use it as a drop weight. If you have a problem with bouyancy undo your belt and let it slide off to the bottom. Kinda like dropping your weight belt. I know, expensive weight belt but it's for an emergency. I'd rather live.
 
Being on the right hip, it keeps the long hose in place, it's removable, and is more streamlined. I suppose it also allows for the shortest amount of cord to the light head as well.

1)can be used as ditchable weight in an emergency
2)the weight is where it will do the most good and not make you tend to roll
3)more protected in that area than anywhere else
4)more streamlined
