Precisely. Treating DCS may very well involve the "poor man's chamber," but again bouncing down to perform a "safety stop" is anything but.

PPo2 at surface on 100% o2 - 1.0

If someone is worried enough, all dive boats should have it ready! No reputable dive op will be mad that you used their o2. However, safety stops are just that - for added margins of safety. Not mandatory. Deco stops are mandatory.
