Sorry, my point is that the whole "you must do a one hour SI" is an over conservative moth that some agency/dive operator dreamed up. I'm not aware of any dive table with a mandatory minimum SI. The US Navy table has a rule for an SI of less than 10 minutes and then you go to the RNT table for a repet dive after 10 min. There is no min 1 hour rule.
 
As far as the process goes. are you mounting the bottom time per the table assumptions. For instance is one counting bottom tme from time in to time out adn another call botom time as max depth to time out. Those few minutes differences could be explained.

For instance a 100 ' dive 3 in down 10 literal bottom time and 3 in up. One may call bottom time as 16 min another 13 min adn another 10 min.
