I ended up not bothering with the hassle of getting to the monument and don't regret it. Had an amazing trip and excellent diving elsewhere, including an awesome dive with a pod of dolphins at Alua beach just outside the harbor. Easy access there from shore.

I have been to the monument years ago when it was lawful to rent and land kayaks there and it was great but I am happy to have been able to explore other sites this time. The Kona coast has a wealth of excellent sites to enjoy
