Yes, you are right.
On the other hand...my camera is almost as negative as that - about the same distance from the center of gravity.

But I won't argue that some people, even many very competent people, really believe they help.
 
Btw: many CCR divers I meet use ForceFins, those are very close to neutrally buoyant.
