My wife was only able to get scuba certified before our trip that we were planning to do a liveaboard to the outer reefs. Are parts of the reef shallow enough that there is plenty to see at her depths or should we try to look elsewhere?

The outer reefs of where? There are reefs all over the world, at all kinds of depths.
"Norman, Saxon and Hastings" does not help me.
 
My wild guess is you are talking about the Great Barrier Reef. If so, your wife should have no trouble. There is plenty of relatively shallow diving there.
