When there is no N2 in a mix, the myelin sheaths around the nerves becomes very constricted, and the nerves are much more easily depolarized, hence the excitabilty on the nerves and you have HPNS.

Helium is quite pricey, and adding air is not as costly as pure He and pure O2 (UPS)
