How Does Passage Visibilty Vary with Tidal Magnitude

I'm looking at shore diving Saint Andrews Park near Panama City Beach near the jetties somewhere around the March 20-24 as the times of the high tides look good. The local dive shop said the slack tide occurs about an hour before the peak. However, the magnitude of the tides varies fairly significantly. My question is how will the magnitude affect the visibility. I could make an argument that more clear water will flow into passage on the higher magnitude tide, or the higher flow of the higher magnitude tide can stir up silt. What say you?
