I believe it does. I was there January 11 and thought about going back on the 18th - and heard that there was now ice. I doubt if we have had a warming up enough to thaw it out. I know Whitestar is under a sheet of frozen stuff.

If you call Gilboa, please post the conditions.
 
I dove Gilboa on Saturday, 3/7. When we arrived, the water was open except for a very thin sheet of crispy ice near the docks. My group of four used Dock #2 and there were a couple of divers down on Dock #5. By mid-afternoon when we finished our last dive, the ice was all but gone.
 
Not all that great - about 20-25 feet.
