Hey buckyblue, I am in southeast Wisconsin as well. Fort atkinson to be exact. Got certified last September and am having the same issue of finding a dive partner.

I dive almost every weekend in the summer, locally.

Alot in the spring and fall as well.

The most dependable dive buddies I have found are on SB. Hands down. These folks don't just read or talk about diving. The just flat out love to dive.

Divers (99%) are friendly and welcoming especially to new divers who want to dive, I personally enjoy meeting new divers their enthusiasm and excitement about everything new makes them a welcome addition on dive outings. hang out at your local LDS meet people, find a local club, take an advanced or rescue class to meet other newly certified and future buddies. if there are any local cleanips or events in your area - check them out with any large gathering you are bound to hit it off with a few divers and make buddies for the future.
 
I too am finding myself in the same boat as you. I am in Northwest Florida, and I do know that there is an active community here, but I work nights, tend to sleep afternoons which leaves my mornings free. I became PADI certified open water in early mid February and just haven't yet been able to get out and dive except for once.

I will keep looking though.
