The question phrases it as a difference in terms of multiples, not as a pure difference. You are correct, the difference is four atm, however 5 ata IS 5 times greater than 1 ata.

At surface, the absolute pressure is 1 atm
At 40 mts depth, the absolute pressure is 5 atm.
So, the correct answer should be 5 times greater (5/1 = 5)

My bad, no quicker had I posted the question that I saw the error in my reasoning. I just wasn't reading the question correctly. Thanks anyway.
