In general it is a good idea to check with local laws on satellite transmission. I have to check with my garmin mini. It is illegal in some countries.

To clarify: the iPhone is not a PLB, it is a satellite messenger. Satellite messengers are not new technology.

It depends on which satellite system the messenger uses. The iPhone uses Globalstar, which is indeed limited.
