In general it is a good idea to check with local laws on satellite transmission. I have to check with my garmin mini. It is illegal in some countries.
 
and as noted above a PLB is good damn near world wide, where as satellite messengers have a more limited coverage area.

It depends on which satellite system the messenger uses. The iPhone uses Globalstar, which is indeed limited.
