I am not sure why diving at Alona beach was discouraged. I am staying at a cheap rate resort and they have power at least part of the day. I think it is probably harder for the locals than the tourists. I am presently concluding a week plus long stay here and other than the power and some resorts not in operation i see no reason not to visit as long as you can get accommodation. Philippine Fun Divers has been very helpful by letting me charge my camera batts in the shop. I was surprised that the under water fauna seems to have been more affected by typhoon Pablo last year than any thing else. I missed seeing many critters i am used to seeing here in the past. Fyi Ocean fest ferries are not making the Tagbilaran to Dumaguette run lately so you need to take alternative routing.
