It's the Manilla -> Koror part that it gets tricky. No major airline runs that route. There are charters that come out of PI occasionally (maybe once or twice a month) so if your schedule is flexible you could do it. Of course, by that time CEBU air may be coming here. If not, you'll have to connect through Guam, which will add a few hundred dollars onto the cost of each of your tickets. It's doable either way, just less expensive if you can get a direct flight from the PI.
