May be too late for this thread, but I dove Sabang for a week in late August 2010 and only had one day of rain. I stayed at the Sabang Inn, a cozy little hotel on the eastern side of town. The currents were strong, so almost all the dives were drift dives, but the viz was usually decent. I thought the diving was fantastic. I live in Hawaii and the amount of marine life in the Philippines blew me away. After Sabang I went to Palawan for a couple of dives and the viz was much better. Enjoy your trip.
