I have often seen tanks painted in a particular way in European shows (or shows/images that have been shot there) but never knew the significance to it.

Tanks that have a black/white marking on the top. What does that signify? Is that some sort of contents marking?

See example:

NEN EN 1089-3.

"This European Standard specifies a colour coding system for the identification of the contents of industrial and medical gas cylinders with particular reference to the property of the gas or gas mixture. This standard does not apply to cylinders containing liquefied petroleum gases (LPG) or to fire extinguishers."

To become mandatory July 1st, 2006.

Ok, but scuba cylinders are not "industrial or medical"......if this marking is for Air (for instance) what other markings are there? Also why the huge "Breathing Air" sticker as well? Isn't the marking enough?

no specific markings required when breathing air in France - regular tank markings (working pressure, hydro, etc...), there are no VIP stickers (tanks must be hydroed every year unless owned by a FFESSM club/member, in which case VIP is logged at club level, not on the tank itself).

Those regulations are for scuba cylinders.
