Recommendations for budget trimix (OC) training in Caribbean

Also, are their instructors Egyptians only or expats?

I've had very good experiences with Scubaseekers in Dahab. Excellent divers and very well organized. Have not taken classes there yet, but I have heard so much praise for Sameh Sokar (the owner) that I wouldn't hesitate to take a class with him.

BTW, to the OP:
diving air to 180ft does not sound very risk averse to me...

Yes. I was training (ITT) and diving with them for 2 weeks in 2021. They have one of the most well respected operations in the Red Sea.

I think your options are going to be a bit limited due to the availability of helium in the Caribbean. Third Dimension Diving in Mexico would be a good option. They teach in both Tulum and Cozumel. They offer GUE, TDI and IANTD courses and all of their instructors are great.

They also have a reliable source of helium.

I don't know why it matters, but I met a mix of locals and expats as staff, guides and instructors there. Kirill Egorov was also co-teaching a few classes there recently.
