washers are kind of important.... conveniently you don't have to break the whole thing down, just undo that side of the bolt.

Crossbar is supposed to have play, with the nuts loosened you should be able to twist it pretty freely especially when empty. With them tightened it shouldn't move very easily, but it might move some since it isn't pressurized
 
With the nuts loosened I can move the crossbar backwards, but not forwards (towards me) at this point. If you keep rotating the crossbar towards you, it should reach an endpoint eventually and become very tight, no?
