Scuba tank failed visual. Was I was sold a lemon?

There seem to be only two real possibilities here:

1) They don't have a clue what they are doing. 1/2" of water in a tank? Really? There's not much mistaking that for something else and I don't think wet fills would put that much water in a tank. I'd suspect they either don't know what they are looking at or giving you bad information.

2) Your tank filled with water somehow. Did you drain it during a dive? If a 1/2" of water sits in it I'd expect pitting and I'm surprised a tumbling would fix it.
