Actaully the silloette of the diver lying on their board makes them look like a seal floating on the surface to a prowling shark that's looking up at them. Add to that the low visibility in the surf zone which turns that silloette into a less than sharp image and it's easy to understand why a shark will get confused and take a shot at the surfer by mistake.
