That'd be a huge can of worms. Before you know it everyone would start complaining that the diver isn't DIR, as he should be since it's an overhead environment. Not streamlined enough, no buddy, speculating whether he's wearing bungied wings of death or not, whether he should blow up if he starts dragging his gear along the bottom... Who needs the headaches!
