Face down, no. Face up, such as on your back on a long surface swim, they rock.

Not that they are by any means useless on the surface, it's just not their strength.
 
I have two pair of atomic splits, one pair of the open heal style and the other the full foot split. I obviously like them or I wouldn't have bought the second pair. The full foot are lighter and a little shorter and great for snorkeling but work equally as well for scuba..
 
DeepSee distributed by Aqualing in the US has a nice split snorkeling fin called the Aquaglide for only $39 US that can be worn with no boot.
 
oceanic caribes for snorkling- awful tho in the scuba world, way too flexible underwater!
