I was going to say, what about Malta? I've seen some lovely photographs of diving in the Med there. I have no idea what flight cost or diving costs are, though.

Red Sea is only thing that comes to mind...LOBS are very cheap, especially if you can travel last minute, and a lot of budget European carriers run cheap flights into Sharm, Hurghada and Marsa Alam. You might be able to do something close to that price land based as well. Obviously a lot of unrest in Egypt right now, but Red Sea should have none/little of that.
