That's interesting, it passes a DOT hydro with its mandatory visual inspection, but then fails a scuba industry VIP. Does this sound weird to anyone besides me?
Not if it's left open to the elements outside in the seller's backyard for a few months. Hydro current, now rusty though.

No, scuba industry VIP is typically an untrained guy in the backroom of a dive shop guessing about what he is looking at. Hydro VIP is a documented guy in the backroom of a warehouse guessing what he is looking at.

But seriously, a hydro VIP is looking inside for cigarette butts, weld lines, and random small parts that could have been dropped inside. Nobody is tumbling industrial bottles because of flash rust.
