Another vote for the Panasonic LX7.

I've been shooting UW video for a long time. Had a semi-pro Gates housing and Sony FX7. Sold it because I wasn't diving much and got a GoPro just for fun. Great for a beginner, but I quickly grew tired of it's limitations and it's fixed super wide angle lens.

The LX7 works great for video. Used it for my recent trip to the Maldives. I got a Nauticam housing because I wanted easy access to the manual photo controls. If I were purely doing video, I'd get the Ikelite housing to save money.
 
My choice for video was a Canon camcorder, one of the models which Canon makes housings for. They're hard to find but relatively inexpensive, partly due to the fact that they're discontinued and can only be had used. I ended up with a Vixia HF M31 plus matching housing (WP-V2).

I don't know what going rates are, but I'm asking $450 for camera and housing. That's not much more than a gopro itself.
