I really like the Casino dive park in Catalina. Really easy to get in and out. It's free (just have to pay for the ferry). Has nice representation of fish and kelp. The steps go right into the water and there's an airfill station and lockers there. Not to mention that you can have a nice dinner in Catalina afterwards before heading back on the evening ferry.
