A little off topic... I picked up another plate, this one without a harness... Any good deals out there for the webbing/ hardware? it's about 45 at 5th D and EE. Anyone know anywhere local? (SF BAy Area)

Look in Rope and Webbing for the webbing and Technical Hardware for D rings and Tri-glides
 
Bike tubing works great. When threading, put two or three pieces on the shoulder straps. That way, when one piece breaks, you have at least two more to go thru before having to repeat the process.
