Question What's it? Shore dive last week.

My wife spotted and photographed this at 18 feet. It was TINY, as you can tell by the size of the grains of sand it was on.
We have been looking at all of our usual resources, but can't find a match. We thought the spot under the tail would make it easy to identify, but no joy as of yet.

Anyone know what it is?
