I would also suggest Fiji. Very friendly people there and excellent diving in the Bligh waters and Taveuni. I've stayed at both Wananavu and Voli Voli Beach resort to dive the Bligh and I definately preferred VoliVoli resort. It is a better price/ value ratio and the Darling Family made extra effort to make sure to get us to the better sites. They are not stingy with boat gas. They also have a nice beach.
I didn't stay on Taveuni, but day tripped there from Matangi. Matangi is quite a bit more expensive - but it was a 20th anniversary splurge. Matangi diving was nice, but not the same quality diving as the Bligh or Taveuni.
Also easy to get to from Cali. And Fiji Airways has new aircraft.(and they damn sure needed them.)
