If you are not set where to stay in Panglao try Genesis Divers on Alona, they have a good deal if you stay with them the room price drops with more dives you do. I stayed there in July and will go back early January. The rooms have shared bathrooms, there are 3 bathrooms 2 with showers and only 4 rooms. 3 rooms have balconies and all are clean and comfortable. They are right on Alona beach but nearer to one end so not as noisy as in the middle.
