Can this be manually inflated? Forgive me if this is a stupid question. I was reading reviews and one said it is, and another said it is not.

No. Only power inflated. I personally would change it out to the regular inflator by zeagle. The new ones are $50 and have the screw on attachment for water hose. If you decide you want it I'll save you the $50 to cover the cost.
