I got it to work after messing with it for a while. There was water in the valve that was not allowing air to purge.

I'm glad it works, but some water does go in these valves when the air escapes, and a lot can go in when holding the deflator valve open, over your head, longer than necessary. This water does not however block the exhaust of air.
Blow up the BC, invert and dump out any water after a dive. Ditto when rinsing. You'll have less the more you get used to the BC.
