What do you consider "decent"? There are kits (camera and all) that you can buy for $100 and it's yours to own. I've never used one first hand so I can't give an opinion on quality - but Divers Supply has them on their website. Might be worth looking into.

Also both of the Scuba Network stores (one in FTL and one in Deerfield Beach) will rent you a SeaLife Digital camera for I believe $35-$45 bucks a day. I get one from them for my students to use in the pool on the last night of pool class, and they usually want to get one for their open water checkout dives.
