I am looking for a place to go with two buddies of mine. Two of us are divers, one is not. We live in Ohio but want to go somewhere warm between semesters in school.

Time would be mid-December to early-January.
Can drive or fly from Ohio.
Cheaper the better, we are military/college students!
Something to keep our non-diving buddy entertained while we are underwater.


A place to drink/party when not diving is key. We may only do 1 dive a day, so we can drink and hang out with the non-diver the rest of the time.

Any suggestions are welcome!!
 
Fort Lauderdale. Or... go snorkel with the Manatee.

Probably an all inclusive in Cozumel would get you the most bang for your buck. Florida may seem cheaper but when you factor in Dive Boat costs and what it costs to stay there Coz should come in cheaper. It also has way better diving, slightly easier diving (kind-of sorta due to possible rough sea in Florida in December), and way more exotic.
 
Keep in mind, the timeframe you are going is peak season in many places in the Caribbean.
