Welcome Yousef. You'll want to take scuba training from a recognized agency if you haven't done so already. I just noticed there is a Facebook page entitled Scuba Libya where you will find other divers who will know more about training and certification in your area. Checking Google, there appear to be several established diving schools in the Tripoli area. Meanwhile, this is a great place to ask questions.
