That could be the problem--you don't own real estate in MA. You said you proved where you live by showing a rental agreement--that's not owning property. It sound like you showed adequate proof of everything else.
 
And yes this is what I brought with me... I had my MA Driving License (=ID right ?), I had my passport with the VISA, I had a cipy of my rent contract and the alien registration copy... this seemed not enough. They clearly told me: no green card = no permit ! I was really shocked. I had not too much time to ask to see supervisor, but I will try further to... Thanks for the help so far !

Here is the alien registration card info, looks like it is for permanent resident aliens only (i.e. same thing as a green card), and does not include people on temporary work visas:

That's what the MA reg specifically asked for so looks like you are out of luck.

Last time I renewed my drivers license here in Texas I was asked if I wanted to register to vote. I'm pretty sure I could have done so had I not pointed out that I am not a citizen.So I guess its easier for a foreigner to vote in Texas than it is to hunt lobsters in MA :D
 
Actually in Texas he would need a social security card (the actual card, not the number) and proof of citizenship (either passport or original birth cert) to get a new drivers license in Texas. Been there, done that, 4x.

Actually I feel sorry for the dude. No lobsters and being force to drink American beer instead of Belguim beer. Well at least Sam Adams is available instead of that Shiner piss they sell as beer here in Texas.

Yeah, you're right.

At first when I posted the link about Alien Registration Cards above, I thought it wasn't the same because they had a separate page for green cards, but reading the Alien Registration card description more closely, that is a permanent resident card aka green card.

Just too bad the clerk apparently wasn't more helpful in trying to explain all of this the when trappist asked about it.

I really appreciate your help ! It just look like I have to resign ;o) I will spend my 60$ in buying lobsters directly from fishermen instead of getting the permit... I can live with that ;-) I'll turn back on winter flounder fillets, these are free at least ;o) Anything else I can gather you think ? I'll have to go back to the marine fisheries regulations to spot whatever I can do without any permit.

I'll simply enjoy my dives watching them, trying not to see them on my BBQ anymore lol !

PS: I also need to change my avatar now ;o)

With lobster going for $3.75 a lb 60 bucks will buy a bunch

Now you got to tell me where I can find that price ! I would drive to get that ;o) My local supermarket is charging 9.99 a pound for chicken size... and you have no clue how long they have been in there...
