There are no US based carriers in Mexico.

Each US carrier has roaming agreements with Mexican carriers. AT&T is usually a ripoff and the most expensive option. T-Mobile is usually the cheapest but can impose limits on data speeds. They all use the same towers on the island so you’re really looking at price and speed differentials. Do the research on the carrier website. Buying a local SIM is always the cheapest but most inconvenient option.

Not true.

We actually have an AT & T store here and AT & T is an option here as a local carrier (for 3 - 4 years at least) although they have to compete with Telcel. I've had my Telcel line for 18 years and have a great plan therefore no reason to switch so I don't really know what plans they have.

I also have a T-Mobile line for my US number. Depending on where I am on the island, I'll either get a Telcel or an AT & T signal.

AT&T has terrible service in Cozumel (no data, $10/day/line for voice and text)
Have you not updated your plan in years? It looks like their current plans include free data, talk, and text in Mexico.

My ATT Service works fine in Cozumel and data is included free. My regular plan travels with me

AT&T Mexico resulted from an acquisition of Lusacell (and Nextel Mexico). It is based out of Mexico City and is a licensed operator of the AT&T brand. It is also known as AT&T Wireless Mexico. It is a Mexican company and owned by AT&T Latin America.

Buying a local SIM is not the cheapest option if you already have the T-Mobile plan.

It may be depending on your bandwidth and dialing needs. TM is not the unlimited everything plan people think it is. After 5Gb, you will usually be choked down.

If you need more than 5Gb/mo when you are vacationing on Cozumel you are spending too much time on your phone. :D

I travel internationally a lot. I have AT&T. I use WiFi calling on my phone, turn off data roaming, and just go. I have no need to have data and cellular available when I’m not near a hotspot. And when I have a hotspot available, I can call and text for free anyways.

Google Fi. No charges for text or wifi calling. Same data rate you pay in the US. Calls are .20/minute.
