Thanks for the responses, but I am in Quebec, which is why I asked. I also have my FQAS, and have been asked to see the card when I've gone on dives, but never once seen or heard anyone having dive police confiscating gear or car!
 
The point is to find out two things:

. what alternatives we have to DAN
. what is the regulatory issue here
 
Again, I do not know the situation, but I really doubt that the insurance regulation thing is related to some diving permit issue...
 
Following, I'll be curious to find out why DAN can't do business in Quebec anymore. :(
I have my doubts it's probably yet another of those stupid "make the rules different from everyone else" deals like we do with everything else... après tout il faut toujours réinventer la roue ici... :(

Having said that...you will need an FQAS...Federation Quebec Activities Scuba...C-Card to be able to dive legally in Quebec...and only an FQAS Mandataire can provide that certification for you...

You need to make arrangements with an FQAS Mandataire prior to your intended dive dates...the Mandataire will meet you on site...ask you some basic questions...request to see all your C-Cards...perform with the Mandataire in-water fundamentals...pass the requirements...pay the fee...get your card...

I always thought that Quebec tried to be more French than the French, so how come they don't accept the only cards recognized in France?

YOU will NOT have your gear impounded , operators may not take you out on a charter but that's it Morrison quarry doesn't ask for it ...I know ive dived AND TAUGHT there

They do accept accept the CMAS card, but they require an additional annual permit.

Good to know about Morrison.

kanhawake quarry too will only ask for your cert card as it’s in Indian territory.
 
I called DAN today to try and get more specific information. They told me that they cant get into compliance issues and wouldn't tell me more details. I pressed a bit, since this seemed kind of a weird answer, but all I could find out was that they are still working on it. I suspect there is some legal issue resulting in them not being able to divulge any information. It sounds like there are two possible solutions they are working on, one which is resolving the issue, and the other is changing their 'underwriter' to something else. But further information was not forthcoming.
 
yeah mrs Morrison was very nice and accommodating ............yes Quebec is very special
