Trying to keep a buoy secured in most areas of the Philippines is all but impossible. Local fisherman own the waterways. If you have something in the way of their net, well...Before getting this site on GPS, we used to find it by hanging on to the outriggers on small boats with a mask and snorkel. Luckily the water is clear enough to easily see down 40 feet, but it's still a big ocean so sometimes this is all you would find. But, that was the early days there. The local dive shop is constantly mapping out their area, including GPS coordinates.
