Was this dive trip a free-lance affair? Meaning the divers rented a taxi as opposed to running the trip through a 'traditional' operator? If so, the dive leader should well face an inquiry as why they chose to dive that site on that day. I was in Bali that day and it was hammering down- it wouldn't take a genius to realise exposed dive sites were even more dangerous than normal.

When one dives through an operator, the operator assumes certain responsibilities. When one dives independently, the onus is on the individual IMO- especially regarding the safety and judgement of site selection. This chap who was not the only person involved to make costly errors that day
 
They were diving with an operator, on a rented boat.
 
Have arrived late to this thread. No matter where they are diving, divers should have learned even from basic OW PADI, you do not dive if things aren't right. What things? Equipment, support staff eg boat captain and dive guides, weather, other divers on the boat, yourself not being well. The best dive you will ever have is the one you called off.

What happened was tragic. The boat "captain" was unlikely to have been in a position to say "No", he needed the job. But divers can, and should, refuse to go in the water.

Wow. Talk about blaming the victims.

Let's focus on the facts here: the boat LEFT THE DIVERS and went to refuel. It is most certainly NOT up to the divers to ensure the boat has enough fuel for what they hired it to do! When's the last time YOU asked the boat captain if he had enough fuel before you jumped in the water?

Let me repeat that: THE BOAT LEFT THE DIVERS. He left. And then when he came back and couldn't find them, he didn't report it for hours.

It doesn't matter how scared he was for his job. What's more important, his job or someone's LIFE?
