I spent 3 weeks there in Tan Awan and was surprised at how unprofessional some of the dive boats ran their scuba dives.

Weekends can be a bit much but I must admit that snorkeling in that area when there are no dive boats or other snorkelers is really beautiful. Chinese New Year was hectic and weekends are crowded.
I have seen as many as 9 dive boats there at one time - there are buoys outside the sanctuary...

Spotting whalesharks is more iffy in Sogod bay and as already stated above the water there is crystal clear. If you want a 100 percent guarantee of seeing the whale sharks it would be best to go to Donsol in Feb or March.

I am assuming that you realize that it is snorkel and mask only in Donsol Bay? Scuba is not allowed in the bay itself.
