I tried to visualize what you are saying but I don't get it. Underwater, there is no pop-up flash, so I take it the flair is only for land use, correct?

Yes the Olympus Housing and some other housings now allow for the internal flash to pop up.
 
The "pop-up" flash on the Olympus E-520 camera can be used inside the Olympus PT-E05 underwater housing to set off external strobes using fiber optic cables connected to the housing. The flash can bounce around inside the housing and reach the lens.

The gear for the 9 to 18 mm zoom is now selling in Japan and I would expect it to be released in the rest of the world in Q-1 of 2009.
