Most objects that are lost still have owners. Objects found underwater are no different. If you recover an object of value from underwater you are required to return it to its owner. You may, however, be entitled to a salvage fee that could amount to up to one-half of its value. Abandoned property may be claimed by the state or government having jurisdiction. Removing property claimed by a government entity could have dire consequences.
