A possible new beach access artificial reef?

Hey everyone, It has been a while since I've been on the site. I am currently in Orange Beach and it appears they are creating a artificial beach that is reachable from shore. I wasn't aware of this, but it has been cool to watch this morning. Does anyone know more? Main area being worked today is in front of the Holiday Inn.

The items they are placing in the water are made of concrete. They appear to be circular with several trays or levels to allow growth.
