I put my hood on then my mask. I use my fingers to pull the hood away from my face to get the skirt underneath, then I check the seal (I blow out my nose - if I get a farty sound it's probably sealed properly) I can do it with or without gloves. I have a buddy who keeps one glove off (wet gloves of course) so she can feel all the way around and pick the hood away from her face easier.
Whatever works for you, it's not one of those life-and-death things.
 
Excellent. Sometimes I dive with the strap and neoprene oval thing drifting above my head. Sometimes I dive with the strap and neoprene oval thing under my hood. Sometimes I dive with the strap and neoprene oval thing around the back of my head. Always I dive with the skirt against my face so that when the strap and neoprene oval thing floats above my head the mask doesn't fall off. And I cut my fingertips off for dexterity.
 
If the mask is over the neoprene hood, the mask will leak.
