Very location specific - I see you're in VA, where are you diving? I do most of my diving in North Carolina, and if you dive from the Wilmington/Carolina Beach areas the smaller boats are used to DPVs as the tooth divers all use them. Some of the larger operations in that area might not allow them, or at a minimum prefer if you didn't bring them. I know down in Morehead City the big operation there allows them.

Since someone mentioned the ScubaJet I would recommend taking a look at the LeFeet S1. Very similar form factor and from what I have heard from people who have tried both it is the superior of the two. I have one friend who uses one and know of one tooth diving boat that now rents them out.
 
Do his buddies have them or does he dive solo a lot? They aren't much fun if the folks you dive with don't have them. It gets boring doing circles around them and towing people. :)
