These anemones are common at Marineland, but I haven't seen them anywhere else, including my reference books. Any ideas? Perhaps it's a stubby rose anemone with a different paint job.

I'd agree with rose anemone, a juvenile judging by its vivid color and the white "roots" -- with reference to Marine Life of the Pacific Northwest pp. 80 and 83.

I'm not an expert on anemones, but there are several species of Urticina and this certainly appears to be one. Unfortunately they are often not well covered in field guides.

Urticina coriacea, aka Tealia coriacea

usually partially buried in sand or shell debris,
common names "buried anemone" and "stubby rose anemone"
